DR. BEDI ASKS PHD CHAMBER TO VISIT PUDUCHERRY AND PROMOTE ITS TOURISM

Newly appointed Lieutenant Governor of Puducherry, Dr. Kiran Bedi on Thursday made a passionate appeal to the members of PHD Chamber of Commerce and Industry to come in droves to Puducherry and contribute promoting its tourism as its sight and sounds suitably provide for it.

She asked presidium of the Chamber consisting of its President, Sr. Vice President and Vice President Dr. Mahesh Gupta, Mr. Gopal Jiwarajka and Mr. Anil Khaitan including its Immediate former President, Alok B. Shriram along with the Secretary General, Mr. Saurabh Sanyal to consider opening up of its office at Puducherry as other apex Chambers are also present there and contribute to its socio economic uplift.

Addressing an Inaugural function of the Celebration of 30 years of welfare work of PHD Family Welfare Foundation here today, Dr. Bedi claimed that immediately after taking over the Governorship of Puducherry, the first challenging task that she successfully undertook was to build and nurture the trusteeship feeling between the government machinery and the NGOs that are operational in the tiny Union Territory.

“To align the NGOs with the UT’s administration was successfully done in Puducherry in the last two months to enable the administration to facilitate its social welfare schemes to the intended beneficiaries”, she said admitting with sense of gratitude to the PHD Chamber, the industry body which according to her learnt her this craft in her various interaction with it in the past as public servant in various capacities.

During the occasion, Past President of the Chamber Ms. Sushma Berlia delivered a key note address lauding the contribution of various Chair persons of the PHD Family Welfare Foundation in serving the vulnerable and under privileged in providing health services and other skill oriented programmes.


During the occasion, various luminaries associated with the foundation were felicitated by President, PHD Chamber, Dr. Mahesh Gupta and its current Chairperson Ms. Anuradha Goel for their immense contribution from time to time. 

OVER 500 WATER DESALINATION PLANTS LIKELY BY 2017: PHD CHAMBER


PHD Chamber of Commerce and Industry and India Water Foundation on Thursday forecast that roughly over 500 desalination plants of sizeable capacity are likely to be commissioned in and around India’s coast line measuring 7,600 km by 2017 with public and private investments including foreign capital in view of rising demand of pure drinking water with its scarce supplies.

The report which was circulated during a Conference on “Water Desalination for 21st Century-Perspective, Opportunities and Challenges” organized by PHD Chamber of Commerce and Industry here today, however, points out that the number of such plants will multiply in near future since water desalination sector has begun to grow at a compounded annual growth rate (CAGR) of 22 per cent.

It highlights, emphasizing, “there is a growing use of desalination water technology in water scarce state such as Gujarat, Tamil Nadu and Rajasthan.  Tamil Nadu has maximum number of state government owned desalination plants in Nochikuppan, Kasimedu and Valechery (area around Chennai), Ayodhyakuppam, Narippaiyur, Ramanathapuram, Rameshwaram and Kalpakkam.  New Plants  are coming at Karalikal, Tuticorin, Nemili, Minjur and other places.  There is also proposal to set up municipal and industrial desalination plants at Barmer, Jaisalmer, Bharatpur, Jaipur, Jalore and Sirohi in Rajasthan”.

The report which was circulated in the presence of Head, Technology Missions Division, Department of Science & Technology, Dr. Rajiv Sharma; Scientist G, National Institute of Ocean Technology, Ministry of Earth Sciences, Dr. Purnima Jalihal; Vice President, PHD Chamber, Mr. Anil Khaitan and its Director, Dr. Ranjeet Mehta, however, points out that Gujarat and Tamil Nadu have been more active in setting up desalination plants in comparison to other coastal states in India. 

Desalination market, which is highly fragmented in India is growing on PPP and BOOT model, also offering opportunities for Israel’s IDE company which is working on over 20 projects in India, in which 13 are functional and remaining are in manufacturing and assembling stage.


The report concludes India is one of the big upcoming global markets for desalination with new innovative technologies, yielding low cost durable plants in which membrane technologies are considered 23 per cent cheaper for generating desalinated water when compared with thermal technologies.

CALL ON MEETING HELD BY DR. MAHESH GUPTA, PRESIDENT, PHD CHAMBER OF COMMERCE AND INDUSTRY WITH THE HON’BLE CHIEF MINISTER OF UTTARAKHAND SHRI. HARISH RAWAT


The President of PHD Chamber of Commerce and Industry Dr. Mahesh Gupta with the secretariat members of the Chamber made a call-on visit with the Hon’ble Chief Minister of Uttarakhand Shri Harish Rawat on 26 July, 2016 at New Delhi.  Amongst industry issues which were discussed at length, the matter concerning Biodiversity Board’s New Cess was taken up by the President with Hon’ble Chief Minister. 

Recently, the enactment of Biodiversity New Cess has been taken up by the Uttarakhand Biodiversity Board.  The Board has started sending notices to various industrial units for registration and submitting information and in-lieu implementation of the Act for applying Cess flatly @ 5% on raw material & 0.5% on turnover.  According to PHD Chamber, clarifications are needed on this 0.5 to 5% Cess as there is ambiguity as to which industry should be covered under this Act for charging Cess.  The President of the PHD Chamber appealed to the Hon’ble Chief Minister to review the applicability as well as percentage to be levied on a rational platform, by assessing which industry should be charged how much since there are many industries which do not procure direct bio-resources as raw material and only add value through their manufacturing processes which is excluded under 2C of the Act.  If a flat Cess is applied to all industries, this will impact industry growth adversely and de-motivate  the growth of industry and its sentiment in State of Uttarakhand.  As such the members of the PHD Chamber of Commerce of Uttarakhand Chapter would also be adversely impacted and industry will suffer overall.

The Hon’ble Chief Minister has assured his personal intervention in this matter and shall take up the required action to necessitate applicability of Biodiversity Cess as per industry use, element of damage, etc., and making a slab on the applicability of Cess in accordance to industry usage.  This will enable the growth of the State, its industry as well as create a healthy environment for ease of doing business benefiting the industry.

PARTICIPATE IN IDS-2016 WITH POSITIVE MINDSET, SAYS MOS FINANCE AT PHD CHAMBER

 Minister of State for Finance, Mr. Arjun Ram Meghwal on Monday asked India Inc. not to read too much between the lines of Income Declaration Scheme-2016 of the government and on the contrary weigh its pros and corns with positive mindset and accordingly make honest disclosures and reap their maximum benefits.

Addressing a Conference on Income Declaration Scheme-2016 under aegis of PHD Chamber of Commerce and Industry here today, Mr. Meghwal said that the scheme has been designed to profit those that have hitherto refused to disclose their evaded income. 

“Now with this scheme in place, the Modi government has made it amply clearer that disclosures hidden with ulterior motive by tax payers should not be spared at the cost of those that have been making honest declaration of their income at an average rate of 30% - 35%”, said the minister.

He, however, called upon the industry that it should come out in open and make legitimate suggestions in case it finds certain flaws in the scheme, the government is open to stand corrected.  Although, the minister clarified that the scheme has been designed in a manner so that its inclusiveness is retained at all cost.

Speaking on the occasion Member (L&C), CBDT, Ms. Rani Singh Nair said that the taxes payable under the scheme can be paid off in three instalments which include November 2016 and March & September 2017, emphasising that in her long carrier in revenue services such a scheme has been brought out for the first time and that industry should take its advantage in optimum.

In his welcome remarks, President, PHD Chamber, Dr. Mahesh Gupta complimented the government for bringing out such a scheme which according to him is almost flawless and that industry should make its use to its advantage and as well contribute its share to the government kitty.

Upbeat on industry revival in Uttar Pradesh, the newly appointed Chief Secretary Deepak Singhal today said the state would soon be best place in India to do business.

This assurance came in a meeting with an eminent industrialist and President, PHD Chamber Dr Mahesh Gupta, the Chief Secretary had. Dr Gupta to initiate an all Business Chamber Meeting soonest as possible in order to work out a holistic approach with multiple stake holders to create a conducive business environment in the state.    

While discussing the business environment in Uttar Pradesh, Mr Singhal applauded PHD Chamber for its contribution in supporting Uttar Pradesh trade and industry. Mr Singhal reposed faith in Dr Gupta’s suggestion to have a collective meeting with all apex business chambers and industrial associations including FICCI, CII and Assocham with the Chief Secretary.

Chief Secretary has suggested that each chamber should identify the challenges being faced by the industry in the state and also come out with the suggestions. He has promised that UP Government will take an immediate action to resolve the identified issues. A high level meeting will be held before 15th August 2016, to determine the future course of action.

Appreciating the Chief Secretary for the initiative, Dr Gupta said sincerity reflected in the attitude of Mr Singhal who in return assured that “UP would soon become the best place to do business in the state” with a business friendly approach.

CENTRE TO SHORTLY REVIVE NR EAST INDUSTRIAL INCENTIVES SCHEME THAT HAS BEEN ON HOLD, SECRETARY, MINISTRY OF DEVELOPMENT OF NORTH EASTERN REGION


Secretary, Ministry of Development of North Eastern Region, Mr. Naveen Verma on Wednesday disclosed that the government was reviving the north east industrial incentives scheme in a bid to woo industry for parking its surpluses in the region in view of its commitment to mainstream the region with the rest of India.

Addressing members of PHD Chamber of Commerce and Industry here today, Mr. Verma added that the department concerned would shortly apply for revival of the scheme which has been put on hold due to financial constraints including various other reasons.

“Now with new government in place which has already completed two years of governance and that its commitment is to industrialise the northern eastern region so much as also to facilitate and motivate the Indian industry to proactively look towards east to reap its industrial gains, it has become all the more important to realise the potential of northern eastern region with attracting investments into it.  It is in this background that the government would shortly revive the northern eastern industrial incentive scheme”, said Mr. Verma.

He also called upon industry to take advantage of the new scheme which would fall in public domain in next few weeks which would have several incentives including those of subsidised interest loans as well as several capital incentives in areas of infrastructure, civil aviation, pharma and industries that have potential to manufacturer and make organic products.


The meeting was presided over by the President of the PHD Chamber, Dr. Mahesh Gupta in which its Senior Vice President, Vice President and Secretary General Mr. Gopal Jiwarajka, Mr. Anil Khaitan and Mr. Saurabh Sanyal among others were present.

NHAI COMMITTED TO PHYSICALLY COMPLETE WORK ON EXPRESSWAYS MEASURING 12,000 TO 15,000 KM IN NEXT THREE YEARS, SAYS ITS CHAIRMAN AT PHD CHAMBER

National Highways Authority of India (NHAI) on Tuesday announced that it would complete the process of bidding out roads and highways projects measuring a length of 10,000 km by end of current fiscal, also claiming that 12,000 km to 15,000 km of such projects are likely to be physically completed in next three years, according to its Chairman, Mr. Raghav Chandra.

Addressing a National Roads & Highways Summit – 2016, organized by PHD Chamber of Commerce and Industry here today, Mr. Chandra also declared that NHAI is looking to bid out 30,000 km of roads and highways projects in next three years under the green field road and highways projects’ category.

Elaborating on 12,000 km to 15,000 km of roads and highways projects, slated to be physically finished off by 2019, would fall under expressways category for which the land acquisition would be done by the government concerns and their financing shouldn’t be a problem.

“The NHAI is moving faster to bid out roads and highways projects to establish suitable and perfect national connectivity and it is to achieve the intended purpose with prescribed time limit, in the current fiscal alone, 10,000 km of roads and national highways projects will be awarded for physical construction”, he said.

“The authority is doing its best to construct roads and highways projects as per scheduled such as Vadodra-Kim including Lucknow-Kanpur, Hyderabad-Mumbai, Delhi-Jaipur, Delhi-Jammu and Jammu-Srinagar.  With the completion of work at Jammu and Srinagar 9 km tunnel, the road traffic between the two would be reduced by 5 hours”, Mr. Chandra added.

Also speaking on the occasion Managing Director, National Highways & Infrastructure Development corporation Ltd. (NHIDCL), Mr. Anand Kumar emphasised that his corporation has been trying its best to involve local contractors in laying out roads and highways connectivity in the northern eastern part of the country with equipping them with skills and capacity building training.

He, however, added that roads and highways connectivity in the northern eastern part of the country has been neglected due to poor planning and even poorer execution of the policies that have been skewed and distorted and therefore, called for speeding up the work on these two fronts to achieve the intended targets.

In his welcome remarks, President, PHD Chamber, Dr. Mahesh Gupta emphasised that the NHAI should meticulously plan for green field roads and highways projects rather than concentrating on brown fields projects as the former would be completed faster with quality since in such projects, the NHAI would not have to undergo the painful process of demolishing the encroachment on both sides.

UP GOVT. TO SOON NOTIFY RS.10 LAKH WORTH OF SUBSIDY FOR PLANT AND MACHINERY IN MICRO AND SSI UNITS FROM PRESENTLY RS.2 LAKH, SAYS ASSISTANT COMMISSIONER, NOIDA

The Government of Uttar Pradesh is going to enhance the subsidy element for plant and machinery deployed in units of micro and small scale industries across the state under its technology upgradation mission from Rs.2 lakh to Rs.10 lakh to upgrade quality of products coming out of such units, according to Assistant Commissioner, Industries, Noida, Mr. G P Goswami.

Speaking to the members of PHD Chamber of Commerce and Industry at a Seminar on Empowering Enterprises through Technology under the aegis of Chamber here today, Mr.Goswami also informed that this technology upgradation mission is available even for startups and standups provided these are setting up plants in the micro and small scale segment in which machineries needed to be deployed in the state.

“The government of Uttar Pradesh at higher level has taken this decision which is likely to be notified in next 10-15 days and would benefit those entrepreneurs whose total capital investment in such units does not exceed the limit of Rs.5 crores”, he said.

Mr.Goswami, however, further clarified stating that the UP government has no other particular scheme for startups and standups as these are financed through various schemes of the central government through its commercial banks.

Speaking on the occasion, Deputy General Manager, SIDBI, Mr. A K Pandey said that the newly launched scheme of the central government, relating to startups and standups, though the SIDBI has been financing them with an interest rates of 5% but the response has been not that encouraging since queuing up of startups and standups for these has yet to happen.

He, however, added that some entrepreneurs have come forward to avail of financing and re-financing advantages under this scheme but it has yet to be evolved into success as startups and standups have to come out with project reports that can satisfy the SIDBI and its technological partner who can fathom the economic viability of such project reports.

PRO-ACTIVE AGRI POLICIES OF MODI GOVT. MAY TRANSFORM FARMERS LOT: RADHA MOHAN SINGH


With the advent of Modi Government coupled with its pro-farmer policies, the black marketing of urea has come to an end and with policies such as Pradhan Mantri Fasal Bima Yojana, the destitute of farmers in countryside is likely to be the history in next few years provided the states cooperate with centre in implementing its agrarian policies, claimed Minister of Agriculture and Farmers Welfare, Mr. Radha Mohan Singh while addressing the members of PHD Chamber of Commerce and Industry here on Wednesday.

Mr. Singh who was speaking at an Interactive Session on Mission 2020 under aegis of PHD Chamber of Commerce and Industry also claimed that by 2017, the farmer community across India will have Soil Health Card in the possession that would not only lead to enhanced productivity of agriculture produce but also their income in general.

On post crop harvest losses as well as losses relating to fruits and vegetables, the Minister held that with ongoing proactively pro-farmer policies of the Modi government, the post harvest grains losses would come down significantly and such losses relating to fruits and vegetables would also be brought down substantially.

According to the Minister, most of the states have begun to cooperate with the centre in the execution of its agrarian policies including those of insurances but few states have yet to come forward on this front.  He, however, added that persuasive efforts of the centre in this direction are on and the recalcitrant states would fall in line so that the growth of the agriculture sector also accelerates.

The interactive session was presided over by the President, PHD Chamber, Dr. Mahesh Gupta who felt that with increased income of farmers with suitable government policies, the demand generation for industrial produce would happen at a speed faster than anticipated.

REDUCE EXCISE ON DAIRY PRODUCTS AS WELL KEEP THEM OUTSIDE GST: PHD CHAMBER

A Seminar on “Doubling the Farmers’ Income Through Dairy Sector”, under aegis of PHD Chamber of Commerce and Industry here on Friday recommended to the government that the indigenous dairy sector be a part and parcel of the agri activities, its excise levy be rationalized and the sector should be kept outside purview of goods and services tax (GST).

The Seminar was presided over by the Secretary, Department of Animal Husbandry, Dairying and Fisheries, Ministry of Agriculture, Mr. Devendra Chaudhary for which moderation was conducted by the Vice President, PHD Chamber, Mr. Anil Khaitan in which a unified call was given for reducing the excise duty structure for dairy products from present level of 5-6 per cent.

It was also feared that with the enactment of GST, the dairy sector may be subjected to about 18 per cent of GST which would make it economically unviable at a time when talks for doubling the farmers’ income through dairy also are advancing as when the sector dies with excessive taxation, how come it could amount to doubling farmers’ income.

The focus of the seminar was also drawn towards increasing productivity of cows and buffaloes rather than increasing their number as the sole solution to increase animal productivity could be through higher yielding fodder.

The Secretary while speaking on the occasion emphasized that taxation on dairy products could be rationalized through value added activities of the milk produced but made no definite comments for reducing excise on dairy products nor did he indicate that his department would try for dairy products to kept outside ambit of GST, arguing that without taxation how can the government run its governance.

No significant BREXIT impact seen on Indian economy, India-EU bilateral trade to cross US $100bn by 2018: PHD Chamber


While apprehending about the implications of BREXIT for the World economy, Dr. Mahesh Gupta, President, PHD Chamber of Commerce and Industry said no significant impact of BREXIT is seen on any sector of the Indian Economy.

Though financial markets volatility cannot be ruled out, India’s economic resilience has been strengthened on account of big bang economic reforms undertaken by the Government to boost up investment sentiments in the economy. Economic reforms have increased the resilience of the Indian economy to mitigate the impact of adverse international economic developments, said Dr. Gupta.

While releasing a report on BREXIT impact on Indian economy (attached)  prepared by the PHD Research Bureau, Dr. Mahesh Gupta said that though lot of diversification has taken place in India’s exports from advanced economies of Europe and America towards emerging and developing economies of Asia, Africa and Middle East, EU is still India’s significant trade partner and UK and Germany are among the top ten export destinations of India and Germany is also in India’s top ten sources of imports.

The pace of India-EU and India-UK exports and imports will continue and achieving new growth trajectories in the coming times. India-EU trade is expected to touch USD 100 billon in the next two years by 2018 of which India-UK trade would post a USD 20 billion trade trajectory, he said.

The investment inflows from EU to India will remain steady as India’s growth trajectory would remain promising in the coming times The inward FDI equity inflows from Europe are around 14.1% of India’s top ten investing countries in the year 2015-16, said Dr. Gupta.

However, the report indicates that Britain's exit from European Union can have several economic and financial implications for the entire world economy. The BREXIT has already resulted in financial markets volatility across the world and could also spur a number of other risks through various trade, finance and confidence channels.

The weakness in European economy could also hurt world exports as weakening European currencies might put renewed downward pressure on major exporting countries.

Despite adverse international economic developments during the last many years, India is not only the fastest moving economy but its economic share in the world GDP is also increasing at a significant pace from 1.77% in 2005 to 2.86% in the year 2015, said Dr. Gupta

Notwithstanding, the slowdown in the world economy; growth in India remained robust, buoyed by strong investor sentiment and a recent fall in international commodity prices. India posted a higher growth of 7.6% in 2015-16 as compared to 7.3% in 2014-15, 6.9% in 2013-14 and 5.1% in 2012-13.

We believe growth in India is expected to remain steady at 8% in 2016-17 on account of continuous pace of economic reforms and a good monsoon scenario, said Dr. Mahesh Gupta

AMENDMENTS IN CYBER ACT ON CARDS WITH NEW ENCRYPTION AND PRIVACY POLICIES, SAYS JS, DEITY

Department of Electronics and Information Technology (DEITY) is contemplating amendments to the existing Indian cyber laws to make them align with prevailing realities of modern times as well bring about new encryption and privacy policies to cater to evolving cyber space, according to its Joint Secretary, Mr. R K Sudhanshu.

Addressing a National Conference on “Cyber Security -  Cyberix 2016: Securing Digital India” under aegis of PHD Chamber of Commerce and Industry here today, Mr. Sudhanshu said that the existing cyber laws have not been able to keep pace with cyber crimes, reported in modern times and therefore, require suitable amendments.

“The department is already engaged with this detailing exercise and might make amendments in the prevailing cyber Act so that with fresh amendments, the cyber security was made robust and effective.  Likewise, the department would also unveil a new encryption and privacy policies so that data protection relating to information and technology is aligned and catered to in an effective manner”, he said.

Speaking on the occasion DACIDS, DIARA Indian Army, Brig. M U Nair felt that with new innovations that have been taken place in cyber and IT landscape, the sensitivities relating to data protection in the Indian army, air force and navy is becoming vulnerable and therefore, collective steps needed to be put in place so that their cyber space stays put totally foolproof  and infallible.

International Expert on Cyber Security, Intel, U.K, Dr. Claire Vishik, said “today there are 50 billion connected devices all around the world and there are some points which the users and developers need to know. First of all, the developer needs to know the intent of other developers, legacy integration etc, and to have cyber security there should be innovative threat models, extensible framework and most importantly technology professionals, who are updated about latest technologies and they have ability to develop with the new technologies”.

“While the users should have good knowledge of technology and have security and privacy features installed in each of their device and to reduce the cyber crime, also there should be educational systems, which provide technological background from the basic level”, she added.

In his welcome remarks, Sr. Vice President, PHD Chamber, Mr. Gopal Jiwarajka said that in India there are 460 million internet users, and with these many number of users there is rise in cyber crime. Internet increases communication and facilitate culture but this can also be used to do cyber crime, and example from this can be seen as, India stands in fifth position in online payment hacking.

Co-Chairman, Committee on Electronics and ICT, PHD Chamber, Mr. Atul Anand said with increasing number of online users, cyber security should be updated so that there are no chances of cyber crime. To reduce the cyber crime one can use his body impressions like finger prints so that no one else can operate it and thus reduce the chances of hacking. Government of India has set up various organizations to reduce the cyber crime.

He also said there should be security education and awareness programmes, so as to educate people about internet hacks and how they can save themselves from it. Various testing labs and National Threat Intelligence Centre have been put up to reduce the risk of cyber crime and evolve new strategies regarding cyber security, thus securing Digital India for socio- economic growth of the country.
